inkscape, and i would put a filter on it, and then i would trace the flower and the wings on the photo, and add color to it.
1- Make a square 2-Make background black 3-insert photo of guy 4-add swirls around him 5-trace flower underneath him 6-add wings 7-add sparkles 8-add the blue glow
first get the picture of someone,for the software I will use inkacape and photoshop,I gonna change the texture color of the person and flower from photoshop,and maybe try to odd something else too,makes look like the picture, for the background color Just use inkascape make black rectangle,and blue color of the background just make a circle and change to radial gradient, and put all the thing together, and background is done, then just move the thing from photoshop and put together

I would make this design in inkscape. first I would make the background black and add a blurred blue circle. then I would insert the image. -ellie
